July 12 Draw
On July 12th, IRCC conducted a French language category-based draw, inviting 3,800 candidates. The minimum Comprehensive Ranking System (CRS) score requirement for this draw was 375. This draw aims to boost linguistic diversity in Canada and encourage French-speaking individuals.
July 11 Draw
On July 11th, IRCC held an all-program draw, extending invitations to 800 candidates. Candidates in this draw had to exceed the previous week’s category-based selection but fall below the requirement of 511 for the July 4 draw with a minimum CRS score of 505.
July 4-7 Draws
IRCC conducted draws between July 4th and 7th, resulting in a range of invitations:
- July 4th: They invited 700 candidates with a minimum CRS score of 511 in an unexpected all-program draw. This marked the highest CRS score requirement for any all-program draw in 2023.
- July 5th: The first-ever invitations for candidates with work experience in select STEM occupations. IRCC invited 500 candidates with a minimum CRS score of 486. This draw was announced a week in advance.
- July 6th: A category-based selection draw for healthcare professionals, resulting in 1,500 invitations. The CRS cut-off score for this draw was 463.
- July 7th: They issued ITAs to 2,300 candidates with strong French-speaking abilities, requiring a minimum CRS score of 439.
Introduction of Category-Based Selection
IRCC has implemented category-based selection, empowering the immigration minister to invite economic immigration candidates based on specific attributes rather than relying solely on the overall CRS score. Through discussions with stakeholders and provincial/territorial governments, they identified categories to address gaps in Canada’s labor force. The categories include healthcare, STEM professions, trades, transport, agriculture and agri-food, and strong French-language proficiency. Candidates selected under these categories must still be eligible for an Express Entry program, and a high CRS score remains beneficial as candidates are ranked against each other.
Canada’s Immigration Targets and Workforce Strengthening
IRCC’s Immigration Levels Plan 2023-2025 sets ambitious targets to admit new permanent residents through Express Entry. By the end of 2023, the plan aims to welcome 82,880 individuals, increasing to 109,020 in 2024 and 114,000 by 2025.
