6,000 Caregivers for Canada to be finalized by the end of 2021: Immigration Minister of Canada announced new rules and measures for the caregivers to finalize their permanent residency in Canada. By December 31, 2021, the immigration department of Canada has a plan to finalize over 6,000 application of caregivers who want to become permanent residents of Canada. Immigration, Refugees and Citizenship Canada (IRCC) gives a statement on April 15, in which they state that the caregivers who have complete work experience as well their family member in Canada only those applications will be finalized.

By June 30, 2021, the department of immigration also said that it would also make first-stage decisions that are about 15,00 on the applications that are based on Home Child Care Provider and Home Support Worker pilots.

By making the priority of these decisions, Immigration, Refugees, and Citizenship Canada (IRCC) will issue more work permits to those Caregivers for Canada who have job offers that are valid to work for their families living in Canada. This statement also states that the coronavirus pandemic has made a huge effect on the operations at Immigration, Refugees, and Citizenship Canada (IRCC), for the paper-based applications or the application that are submitted offline mode, as due to lockdown the closure of office resulted in an increase in a number of employees that are working remotely. There was a significant reduction in the number of mail-in applications that were processed in the year 2020. As a result, IRCC is moving towards digital processing of the application so that the immigration department can be able to process all the applications that were received in the year 2020 or before the end of 2020. IRCC also said that they will make sure that by May 31, 2021, the applicants under the caregiver program must receive an acknowledgment of the receipt letters.

On May 3, 2021, the new policy will come into effect for those applicants who had applied to the Home Child Care Provider and Home Support Worker pilots in the year 2020 will not be needed to reapply for the application.

Caregiver immigration programs in Canada

The Home Child Care Provider and Home Support Worker pilots were launched in 2019. These are the pathways for the caregivers to become permanent residents. It offers work permits that are occupation-specific, then works permits that are employer-specific. It means that the caregivers do not need to be in one job as an employer until they are already working in their occupation.

In the year 2020, about 2,900 caregivers along with their family members had become permanent residents of Canada. As of  March 3, 2021, there were about 12,00 applications of the caregivers along with their family members in the IRCC’s processing. This also includes the applications for both the Home Child Care Provider and Home Support Worker pilots.

On April 8, 2021, Immigration, Refugees, and Citizenship Canada (IRCC) has received applications that are estimated about 2,367 applications for the Home Child Care Provider Pilot. This also represents that about 86 percent of the applications can have a chance to get accepted for the year 2021. For the Home Support Worker Pilot, about 516 applications were received by IRCC, which represents that there is about 19 percent of the applications can get accepted in the year 2021.

Eligibility of caregivers for the new immigration program

The Caregivers for Canada who are already living in Canada have an opportunity where they can apply for their permanent residence. This is by using the creation of pathways of permanent residence for the essential workers as per the recent announcement.

At the beginning of May 6, Canada will be going to accept new permanent residents of about 30,000 who have work experience of about one year in their essential occupations. The caregiver occupations, that come under NOC 4411 and 4412, will be considered as the eligible occupations under this program.

IRCC will be accepting only those applications that come under the following steams:

  • A total of 20,000 applications will be accepted for the temporary workers in the health care department
  • 30,000 applications for the temporary workers who selected to work in other essential occupations, and
  • About 40,000 applications for the international students who have done their graduation from an education institution of Canada.

Also, 20,000 healthcare workers will also be invited by IRCC and also it opens doors for about 40,000 international graduate students who are living in Canada. About 90,000 foreign nationals are allowed to become permanent residents of Canada according to these temporary programs.
