On September 20, Immigration Minister Sean Fraser formulated a 5 pillar strategy for TR to PR. What is 5 Pillar Strategy

The Canadian government wants to help foreign workers or international students to change their status from temporary residents to Canadian permanent residents. And for this, the immigration minister Sean Fraser constructed a 5 pillar plan that they will adopt to provide PR to international students with work experience in their field.

Pillar 1

The government will follow the existing 2022-2024 Immigration Levels Plan to achieve the goal. According to this plan, the government targets 431,645 new permanent residents in 2022. The number will further increase to 447,055 immigrants in 2023 and 451,000 in 2024.

Pillar 2

As already mentioned by the IRCC, it is going to make changes in the Express Entry. This will allow them to invite candidates as per the economic needs of the country. Certain groups will be made within the express entry and then based on the needs of the country candidates will be invited from those groups. However, the process of making different categories is not simple. As it is going to happen through public consultation to make sure that no specific group of people gets preference. So, the new express entry draws will start in 2023.

Pillar 3

On November 16, National Occupation Classification (NOC) 2021 is coming into effect. At the end of the year 2021, changes were made to NOC 2016. As a result, there are now six categories instead of five as in NOC 2016. This new NOC system will be implemented in November. In the new TEER system, 16 new occupations became eligible for Express Entry and 3 existing eligible occupations will be removed. Apart from this, the government aims to make new immigrants aware of the federal and provincial programs, and improve pilot programs to help caregivers and agri-food workers get permanent residency.

A new Municipal Nominee Program is to be added for permanent residency. This program is to increase French immigration outside Quebec. Apart from this, IRCC will take help from provinces or territories for some pathways for permanent residency like the Provincial Nominee Program (PNP) which helps several candidates to get PR at comparatively lower requirements as compared to other express entry streams.

Canada is working to improve processing time for applications by improvising technology or hiring new staff.
